in UK nothing every gets done in time or to its original idea! It's a very peculiar thing that boggles the mind.. 

When it it eventually gets done after endless meetings, reviews, recaps, consultations, exercises, brain storms, stakeholder events, etc., the project or piece of work in hand has moved away from the original idea beyond recognition, having lost most of people who started it in the process. The decision process works like a gigantic millstone grinding everyone's brains to fine dust! 

This may be different in the private sector but I very much doubt that anything gets done without a little bit of mind grinding! It's a cultural thing... Brits simply don't see how ludicrous the whole thing is. 

Observation is easy but understanding is much more difficult! I think there is endemic fear of making the wrong decision mixed with obsessive risk avoidance resulting in endless kicking of the can... Avoidance of 'conflict' at any cost has something to do with it too. Having a different views or approach can easily be seen as 'conflict', which needs to be avoided at all costs at the expense of everything else, including reason!
